Hello.
Those green/blue color names means those players have good disposition
which can be obtained by killing Criminal mobs in Kebaras. There are
benefits that come with these names and include:
-better drop rate from mobs
-cheaper prices in npc shops
-something XD
I apologize as it is quite difficult to find good information regarding
the PK system on the web. The current Flyff wiki is pretty bad. But yes,
having a green/blue name is good. Pink/Red name is bad.

And you do not need to kill someone in the jail
Just go, from Flaris, to the south and you come in a place where you can enter the jail (like you can enter Baron City)

That zone is designed to people who have negative karma and do not wish to die. Haha.
The town itself has all the npc's one needs that Flaris has.
Entrance to the town is behind East Flarine.
Through that town everyone can teleport to Kebaras without needing any negative karma by clicking on the shiny beam-port thingy.
One may find it when they run past the PK town and go deeper into the darkness! Har-har.
